Abstract

The paper documents the development of safety performance functions for assessing road segments under provincial jurisdiction in Ontario. Safety performance functions are presented for a variety of road classes, and for different collision severities and impact types. Theoretical and practical issues in the negative binomial regression modeling used to develop these functions are addressed. These include the definition of contiguous segments used for the calibration, and the functional form of the dispersion parameter. Functions are compared to emphasize important differences in the safety performance of different road classes and differences with respect to different collision types.
