Abstract

Speed limits are an integral part of the road network, and define the greatest speed allowed, by law, on every road. However, drivers do not always follow them, and many view speed limits as suggestions. This paper presents factors influencing the drivers’ choice of speed, as well as factors that should influence a road authority’s choice of speed limits. In general, road authorities should set speed limits with consideration for both operational efficiency and to achieve the highest possible safety level for the travelling public. But the process involves more than changing signs, and guidance is provided for road authorities wishing to review speed limits at particular locations or to establish a speed limit policy.
