The Insurance Institute for Highway Safety (IIHS)is a nonprofit research and communications organization funded by auto insurers. For over 30 years IIHS has been a leader in finding out what works and doesn't work to prevent motor vehicle crashes in the first place, and reduce injuries in the crashes that still occur. The Institute's research focuses on countermeasures aimed at all three factors in motor vehicle crashes (human, vehicular, and environmental) and on interventions that can occur before, during, and after crashes to reduce losses. The website contains fact sheets on a variety of road safety topics. The Institute's newsletter, Status Report, is published ten times per year and contains a variety of news items regarding highway safety. Past issues of the newsletter are searchable using an on-line search engine.

The National Highway Traffic Safety Administration (NHTSA) forms part of the U.S. Department of Transportation and is responsible for reducing deaths, injuries and economic losses resulting from motor vehicle crashes. This is accomplished by setting and enforcing safety performance standards for motor vehicle equipment, and through grants to state and local governments to enable them to conduct effective local highway safety programs. NHTSA investigates safety defects in motor vehicles, sets and enforces fuel economy standards, helps states and local communities reduce the threat of drunk drivers, promotes the use of safety belts, child safety seats and air bags, investigates odometer fraud, establishes and enforces vehicle anti-theft regulations; provides consumer information on motor vehicle safety topics; and conducts research on driver behavior and traffic safety to develop the most efficient and effective means of bringing about safety improvements.

In 2005, the United States Congress created the second Strategic Highway Research Program (SHRP 2) to address the challenges of moving people and goods efficiently and safely on the nation’s highways. SHRP 2 is a targeted, short-term program administered by the Transportation Research Board of The National Academies, under a Memorandum of Understanding with the Federal Highway Administration (U.S. Department of Transportation) and the American Association of State Highway and Transportation Officials. Highway safety is one of four research focus areas identified as essential to fulfilling the program’s mission. The goal of safety is to prevent or reduce the severity of highway crashes by understanding driver behavior. Both vehicle-based (a large scale naturalistic driving study) and infrastructure-based technologies will be used to gather pre-crash, crash, and exposure data. The data can then be analyzed and applied to safety countermeasures. The other focus areas are renewal (address the aging infrastructure through rapid design and construction methods that cause minimal disruption and produce long-lived facilities), reliability (reduce congestion through incident reduction, management, response, and mitigation), and capacity (integrate mobility, economic, environmental, and community needs in the planning and designing of new transportation capacity).
